To answer the question NO people would not be good without rules to obey. To support my answer let me explain that the rules are what keep us in line without the rules the semi organized game of life becomes a hectic game of chance. Because a rule by definition is a guideline to the way things should be handled or presented. Without those guidelines there is no order.
