The question suggests that it is possible that if we stay long enough, Iraq, which I assume means the shaky Iraqi government, will eventually be able to defend its people. Against whom will Iraq defend its people? Well, American troops are still killing lots of Iraqis, mostly civilians. So if the Americans leave, fewer Iraqis will need defending. Shia militias are killing Iraqis, mostly Sunnis, and Americans. The government is primarily Shiite and Shia militias often carry out the wishes of the government.
