Well technically, yes, the punishment does fit the crime. Although to a degree, everyone downloads music. But that's not the point. Sharing music files online is no different than stealing. Stealing is a serious offense, regardless of the quantity or reasoning for stealing. If you steal a car, you're going to have roughly the same punishment as for stealing a 10 dollar movie. Stealing is illegal. Sharing music is a form of stealing, and is therefore very illegal.
