When in search of the best "Halloween" vibe in music, It can be found in the oddest of places. While some people don't even know it exists, there are genres that focus quite a bit on these topics. Psychobilly, Rockabilly, Horror punk/rock, and even Doo-Wop all have the ability to put the imagery in your mind of basically a cheesy horror movie.
