Definitely. I believe that knowing at least a bit of a child's native language is beneficial to the child. Being adopted, particularly at an age where the child is already vocal, is a traumatic event, no matter how well intentioned the adoption. Being surrounded by people who don't understand a word you're saying is even worse. It's like talking to a brick wall. You get no response, because one can't be given, at least not in a way you understand. Also, when a child is adopted, you are incorporating another culture into your family.
