In theory the reason the government makes property owners pay real estate taxes is to pay for public services like police and schools. When a property owner is unable to make his or her real estate tax payment, the government offers that person the option of paying interest on the property at a certain rate so it can still subsidize the public services and the property owner can retain the rights to his or her real estate, while feeling the extra incentive to pay on time.
