I am a twenty-five year veteran of the computer industry, having worked as a programmer, Systems Administrator, Network Administrator, technician, and a trainer since I was nineteen years old. At present, I am a Database Administrator for the Delaware Department of Transportation who, and at the age of forty-four, is starting over in a new life after a rather painful divorce.
In my younger years, I thought myself a highly rational mind with some flair for the creative, but in my adult years, I came to understand that this was not accurate. I am instead an innately artistic person who focused on becoming a logical, organized thinker - with somewhat mixed results - and am working on recovering that overshadowed creative aspect of my soul.

Before him stand two applicants, one an illegal immigrant and the other an American citizen with one or more "severe disabilities". What are his disabilities? The contractor, according to the wording of this question, does not know or cannot make that distinction.
