God speaks to those who do not know him; but only his sheep, even those he most go and bring into the fold, know his voice. "Know" in this instance means hears or obeys his voice. The word of God reveals that faith comes by hearing, and hearing by the word of God: and Jesus stated, "How can they hear except I send my messenger".
