The question truly should be is the tax code and income tax fair or "legal" at all, in the sense the founding fathers never, ever intended the American people to be taxed on the "fruits of their labors," as a direct tax. The 16th Amendment and it's ratification has been the subject of much dispute by both historians, and those labeled as "tax protestors."
