Most definietly yes airlines should be able to charge for any extra luggage, boxes and equipment. Some customers seem to think they can move half thier belongings to relocate somewhere at the expense of other customers. How you ask well If the airlines averages out the cost of fuel between a plane load of passengers and the weight in the cargo bay and I have one bag and the next guy has say three boxes, two carry ons and two suitcases, someone has to pay for the fuel.
