Yes, jogging on roads is safe. Picture this, you are jogging down a nice country road on the paved shoulder at between 5 and 10 km/hr. What is unsafe about that? Nothing, unless you trip, fall, or get hit by a vehicle. So maybe a more accurate statement would be, Yes jogging on roads is safe, as long as all the road users make it safe.
