As the daughter of an art professor, and someone who has been around art and artists all her life, I believe this question cannot be answered simply with one word, "natural" or "learned." To be a successful artist, one must have at least some natural skill in the first place. As with any career or activity, achieving success begins with a natural inclination towards that activity. This may be less apparent with other trades than with art, but is nonetheless still valid.
