What does family friendly community really mean?

Are we talking about friendly for the family of three rambunctious elementary school aged children, one loud music loving teen, and their hardworking parents or my family of just me, my dog, and my partner who's on the road four out of seven days?

"Family Friendly Community" is a pleasant sounding phrase. It has three words anyone would be hard pressed not to vote for. Do you like family? Yes, of course. What about being friendly? Yes, we're all for being friendly. Community? Sure, let's have lots of community.
