Pete Rose should not be elected to the Baseball Hall of Fame because his misconduct, betting on baseball games he participated in, tarnished the integrity of the game. Electing Rose to the Hall of Fame would have the effect of ratifying his conduct. As harsh as it may be, some misconduct is so unacceptable and so damaging, that a bright line must be drawn so that an example can be made.
