As a first time dog owner, I was surprised when my normally happy puppy became overcome with fear any time it would thunder. I realized it was up to me to teach her that the thunder wasn't something of which to be afraid. The first thing I would do is reassure my dog with my voice, telling her in a soothing calm way that everything is okay. I would then take her to a place where she felt safe. As a puppy, this was in her crate. I might sit in the room with her quietly, so she knew I wasn't abandoning her, but I didn't want her to mistake my attention to as a reward to her barking.
