Terrorism is here to stay. If Afghanistan and Iraq proves anything - the act of terrorism cannot be stopped. Anybody can commit a terrorist act, hours before the armed forces arrive. It's unlikely a civilized country would be able to thwart every terrorist cells operating around the globe. As a world body, we have a better chance of disrupting a "major event" of terrorism due to the length of time needed by terrorists to plan and execute it.
