The main difference between the two is that the Orchestra has a string family, namely violin, viola, 'cello and double bass. The concert band sometimes has a 'string bass' part which can be played by either a double bass or an electric bass. Historically, the Orchestra first appeared in the 1600s and the Concert Band is much more recent appearing around the 1900s.
