Noel Horlanda received his Bachelor in Business Administration from the University of The East, Manila and finished his Master of Science in Business Administration from the University of San Carlos, Cebu City. He worked in Riyadh, Kingdom of Saudi Arabia as a Filipino ex-pat for 15 years. He is now a permanent resident in Cebu City, Philippines. Before he went overseas he worked as a medical representative for a German pharmaceutical company, a sales specialist for an American manufacturing company and as a Assistant Purchasing Manager for a food processing company. He is in his retirement years now because of his health condition a diabetic and also suffers hypertension. However, his blood sugar and his blood pressure are under control. A widower and a grandfather of three healthy grandsons. Presently he has three unpublished literary works 1. Sons of the Mighty 2. Black Horizon 3. Souls. Just this year these three literary works are already published in Helium in installment basis.

Without thinking I would say it is mandatory. By mandatory we mean that every bike riders should or must wear prescribed safety helmets for safe motoring and that is I believe a universal law. In the Philippines regardless how small or big the motorcycle engine displacement is (50cc to 400cc and above) a rider must wear a crash helmet. This is an administrative order from the Traffic Regulatory Board (TRB), a penalty of Php1, 500.00 if a rider caught without it.

The most deadly injuries to the accident victims were injuries to the chest and head. It is but right to impose the use of safety...
