The media's role could be argued several ways.

Firstly, it was perhaps naive to expect the media to have agreed to a new black out with no gain for themselves. Those who had agreed to the black out had done so on the understanding that when Harry returned they would have a media fest with first dibs on stories. Headlines had already been type set for his return with things like 'The Secret Hero Prince' and others.

So, motives, though ostensibly to allow Harry time to do the job he was trained to do and no doubt cost the UK taxpayer a huge amount indirectly if not directly via the Civ...
