I guess the best way to answer this two part question is yes and yes. She is calling her proposal new, because it would have to be since the last one was shot down, but yes it is essentially the same old universal healthcare plan. This is another clear example of the lean towards socialism by the Gang from Jackassland, in particular their lead candidate. Hillary is calling for universal healthcare.
