The minimum wage came about because of fears that people were being exploited. Those without up to date skills or none at all, it was said, fell victim to the harsh realities of commercial life, and being at the bottom of the chain suffered the resulting low wages. The poor were worst affected, and their exploitation fills many volumes of justification for government policy.
