First, it's important to distinguish between tests and standardized tests. Regular tests are created by a teacher or teachers at the local level who are aware of what they are teaching and what level their students are at. Standardized tests are created by some out-of-touch bureaucrat who has absolutely little to no idea what students from all across the state or nation are learning. One of the consequences of more standardized tests is that courses will be taught for the exam rather than for the sake of teaching the course material.
