While I do not think anyone should "be made to learn" anything, I strongly believe we should teach children a great many things. Language would definitely be top on my list. Learning a "foreign" language, at least the way it is done in American public schools at the secondary level, is not about learning to speak a second (or third, or fourth) language - it is about learning and understanding your first.
