I am aware that there are many people who believe that all that is needed to address the rise in the crime rate is to introduce a stiffer sentencing policy, but, while this undoubtedly has a role to play in maintaining law and order, it is only a part. Harsh penalties are of no use if offenders are not apprehended in the first place and this requires an effective police presence. The two factors are interdependent; without the other, each, although they can stand alone to an extent, are considerably weakened as a weapon.
