A good Web developer is able to listen to the user requirements, and then convert those requirements into a usable and credible Web site as quickly as possible. To work efficiently, Web developers need a library to draw from. This library should contain the following:

1. A basic html template page

2. Several CSS templates
Two Column
Three Column
Four Column
Three Column with Header
Three Column with Header and Footer
(These templates should have been tested on all browsers prior to use)
Navigation Bar Stylesheets (horizontal and vertical)

3. A library of images (either your own photographs (or ones from a free, legal source like http://www.morguefile.com) and a library of legal clip art and background images.

4. A library of icons like arrows, buttons, home buttons.

5. You should also have at least three to four basic designs for Web pages in their entirety without content (filling in areas with lorem ipsum - http://www.lipsum.com/)

With this library in hand you can create quick prototype home pages for your client, make quick modifications, and quickly put together a design for clients to approve.
