It is not only economic policies which antagonise the international community, the use of the U.S.'s unrivalled military power also has the potential to foster anti-American sentiment. The CIA has termed the unintended negative consequences from American actions abroad as blowback'. Recent US foreign policy has been forged to combat the War on Terror' and is largely perceived internationally to be arrogant and unnecessary. Results from a 2003-2005 Pew survey show many publics believe that the US acts without consideration for other countries.
High civilian casualties in Iraq may prove to be a significant cause of blowback as the cycle of violence continues. Incredible disregard for international law is shown by the CIA's covert extraordinary rendition' program, which involves the kidnapping and torture of international terrorism suspects. In Italy Warrants are out for the arrest of 26 Americans, most of which are CIA officers, who are alleged to have aided in the torture of a man kidnapped off Milan streets. Yet the current administration refuses to comment on the rendition program. Such actions foster anti-American sentiment globally as the US ignores human rights as well as international law, domestic laws and the US's own legislation.
These problems are exacerbated by the poor public diplomacy practiced by the current administration. The United States suffers criticism due to its unwavering support of Israel, a nation whose establishment has created a permanent state of tension in the region. The most recent example of the blowback encountered by the US due to its support for Israel was its refusal to condemn a recent incursion into Lebanon. The United States' unilateral invasion of Iraq and breaches of international law showed disregard for Europe and the UN. This has created tension with traditional allies and public sentiment is now negative toward the US in countries such as France and Germany.
Further public relations disasters such as the Abu Ghraib atrocities and Guantanamo Bay have reinforced the negative image of the US. The issue is even further compounded due to the administration's inaction with regards to closing Guantanamo Bay and prosecution those involved in Abu Ghraib. Such actions create profound reaction in the Muslim world as well as in the west.
