I believe that some but not all cell phone use should be banned while driving. I guess that my answer for this question would be no because I believe that people should be allowed to drive while talking on their cell phones, if they used the proper technology and go hands-free.
The reason why some people want to ban cell phone use while driving is that drivers can become distracted and cause more accidents. While I believe that this is true, I think that people have hands-free options that would remove most of the distractions caused by cell phone use.
Driving is a hands-on activity and I think that drivers need both hands free in order to properly and safely drive their vehicles. Regular cell phones cause people to take one hand off the wheel in order to hold the phone, which can be dangerous at times when drivers must quickly react to other vehicles around them. Having both hands free allows drivers to have that extra edge with which to avoid accidents. Without both hands free, drivers have less opportunity to react. They will need time to take the phone away from their ear and toss it down. This will take a few seconds and sometimes a few seconds is all of the time that you have to react before a collision occurs.
Some people do talk on their cell phones without using their hands once they have dialed the numbers. They will tilt their heads slightly to one side and hold the phone to their ear with their shoulder. While this allows drivers to have both hands free on the steering wheel, the position of their head can be very distracting to their driving. First of all, their head will be slanted to one side and their vision will not be properly lined up with the road, which can be very distracting and also cause accidents.
I believe that the only way that some people should be allowed to use cell phones while driving is if they are using hands-free technology, such as Bluetooth. This will provide a means by which drivers can have both hands free on the wheel and maintained a straight view of the road.
I said that only some people should be allowed to use cell phones with hands-free technology because some people are very distracted by talking on the phone alone. In my opinion, I believe that drivers should be tested by the law for their ability to be distracted or not. The tests should involve real-world driving with drivers talking on cell phones while they are driving. A camera could be placed inside the car, which would monitor the driver's actions while talking on the phone.
If the driver is shown not to be distracted by talking on the cell phone, then they pass. However, if the driver is shown to be obviously distracted by talking on the cell phone, then they should not be allowed to use cell phones while driving at all. It can be done along with the usual driver's test. For those drivers who are already licensed, they can be tested the next time their license is about to expire.
I do not believe that licensing drivers to use cell phones is too much to ask. It will make the road safer and that is all that counts. It's not unfair because it will save lives. Not everyone is distracted the same way as others, so I believe that this is totally appropriate for law.
If you can drive your vehicle effectively while talking on the cell phone, then I think you should be allowed to continue to do so. If you cannot drive effectively, then you should just not be allowed to use your cell phone at the same time. I am not sure how this can be enforced but I think that it is a good thing to be looked at in the future.
