Universal law can never be really understood, at least by man in his current state. The simplest questions can not be understood even by the most eminent scholars. Many times the right questions have never been posed. The earth and the universe are governed by laws. We can see the effects of those laws but the original cause we cannot see. These things at the root are and were caused by a being who created the universe with it's billions of galaxies and who knows how many stars. We cannot even see it's end. Only He knows the cause and the effect.
Consider that our actual knowledge of the universe consists of only about 6% of what is really out there. The best we can do is call it dark matter, dark energy but this is the stuff that actually holds the universe together. It is called dark because we cannot see it, as our eyes are limited to absorbing and interpreting only photon particles. Can we see into the supernatural or spiritual world with our five senses? We discount it's very existence by denying it exists just because we cannot perceive it. When will man realize his inadequacy and admit some things are not perceivable except through the eyes of the one who planned and created them? We can deny the existence of God himself, because we cannot see Him, but doesn't that prove our arrogance?
Oh, the depth of the riches both of the wisdom and knowledge of God! How unsearchable are His judgments and unfathomable His ways! (Bible Epistle of Paul to the Romans, Chapter 11, verse 33).
He made known His ways to Moses,
His acts to the sons of Israel [humanity] (Psalm 103:6).
All we see are His acts, not His ways.
Consider God's words to a seeker (Job) who thought he knew everything:
"Where were you when I laid the foundation of the earth?
Tell Me, if you have understanding,
Who set its measurements? Since you know.
Or who stretched the line on it?
On what were its bases sunk?
Or who laid its cornerstone,..
Or who enclosed the sea with doors
When, bursting forth, it went out from the womb;
When I made a cloud its garment
And thick darkness its swaddling band,
And I placed boundaries on it
And set a bolt and doors,
And I said, Thus far you shall come, but no farther;
And here shall your proud waves stop'?
Have you ever in your life commanded the morning,
And caused the dawn to know its place,
Have you entered into the springs of the sea
Or walked in the recesses of the deep?
Have the gates of death been revealed to you,
Or have you seen the gates of deep darkness?
Have you understood the expanse
