The easiest way to do this is to update your website on a set schedule: each week, every two weeks, or every month. On the website, tell the visitors when the next update will be. Also, make sure that the updates are worth coming back for. The continuing worth of your website will spread by word of mouth and create a swarm of repeat site visitors.
