The last time I looked U.S. forces (which are still part of an international coalition) were not the ones strapping bombs to their chests and running into crowded marketplaces to murder innocent civilians. I don't recall any U.S. forces setting up bombs on the side of the road to destroy passing vehicles, and for the most part it's against U.S. policy to place large amounts of explosives in our vehicles and drive them somewhere in hopes of detonating them and killing anyone that we don't like. So, I'm pretty sure it's not the U.S.
The Iraqis however do have many people that believe that the only way to have peace in their country is to remove anyone of a different nationality (and often of a different sect of Islam). They receive money, training, and equipment from other countries in efforts to cause such an incredible loss of life (and more importantly, loss of popularity) so that coalition forces will have no choice but to pack up and leave. This will open the doors for their masters (both foreign and domestic) to move in and restore the old government based upon racism, fear, and intolerance.
However, just as the Iraqis are very responsible for the violence, they're also doing their best to clean things up. The Iraqi Army and Iraqi Police are receiving training (REAL training, as opposed to the sub-standard training they had under Saddam) on how to use intelligence to capture these terrorists and bring them to justice. Every day joint raids are carried out by the Iraqis (with the coalition forces along as observers) and whole neighborhoods are cleared of terrorist threats.
But, it's not just the Iraqi men in uniform. Concerned local citizens referred to as the Sons of Iraq are heading up a cause to provide any assistance to Iraqi Security Forces and coalition forces. They provide information about suspected (and quite often known) terrorists groups and will often happily hunt these people down. While the I.S.F. and coalition forces discourage this kind of vigilante justice, they still appreciate the fact that someone is using violence for good in the country instead of for simple acts of murder.
So, the Iraqis are most assuredly to blame for any increases in violence that the media is so happy to tell us about. However, they're equally (if not more) responsible for cleaning it up and helping to create a country that they can proudly call their own.
