The cost of the uninsured in New York City

Family Health Plus. We launched the Partnership for Coverage initiative to develop an affordable plan to provide health insurance for all New Yorkers. And to better meet today's health care needs, we made great progress in restructuring hospitals and long-term care facilities as required by the Commission on Health Care Facilities in the 21st Century."

This year's Executive Budget was designed to take more steps toward achieving a better performing and more cost effective health care system for the State of New York. A task some consider insurmountable considering a $4.4 billion budget deficit. The Budget includes cost controlling measures-by reducing increases in administrative funding to health care providers-but no Medicaid Services were eliminated. Also included in the budget is an extension of Medicaid eligibility to children aging out of Foster Care-allowing them to retain coverage until they are 21.

To help address the shortage of physicians in certain areas of the city-the governor's budget plans to redirect some of the Profession Education Pool-to the Doctors Across New York program. This should provide new physicians with up to $150,000 in medical school loan repayment if the doctor agrees to a five-year commitment to practice in medically under-served urban communities. The budget also includes start up funds for new physicians practicing in these areas.
