Does sex education in schools encourage teens to have sex?

I saw this question and my eyes popped out of my head. The answer would be NO! I don't think schools intentionally encourage it. They mean well by teaching sex ed but a part of me still believes this duty should lie with the parents. Problem is, not enough parents talk to the kids soon enough and the kids find out on their own anyway. I was apalled when my 4th grader came home and described what she learned in the elementary version of sex ed. After the informative video that taught about what the girl would go through with menstruation and so forth, the teacher turned off the video that the parents had approved and went on to elaborate exactly how people have sex, how babies are made and born and how wonderful sex is. 4th grade! I was so upset I homeschooled my kids for two years after that. I have heard teenagers say that if the high school teaches them how to do it safely and gives out condoms then it must be ok to do it whenever they want. While teachers and administration feel they are doing a good deed, the teens think differently and they are taking this information just to help them not get pregnant or get diseases. So, in a nutshell, no, schools should not encourage it. Even though they are not doing it on purpose, they are telling the kids how to do it safely which in turn encourages it.
