Is the Pakistani government helping or hindering the fight against terrorism?

Certainly Helping. The government of Pakistan has clearly stated that it is supporting the international community to fight against terrorism. President General Pervez Musharraf has been able to stay in power due to Pakistan's support to eliminate terrorism from the region.
However, Pakistan is a society where Muslim fundamentalists have strong grip in the government machinery and it seems that the government's efforts have not yielded anything concrete in the fight against terrorism - al queda and Taleban active in Afghanistan and Iraq due to the sympathy of some hardliner element in the military and bureaucracy.

Political void

Assassinated Pakistan Peoples Party chairperson Benazir Bhutto had said time and again that the fundamentalist elements are active in Pakistan army. She said:"The anti democratic fundamentalist are active in the army. The fight against terrorism cannot be materialized unless democracy is restored." That seems to be true. The chronology of events of Pakistan clearly proved what she had said.

Since the dismissal of Pakistan Peoples Party Government in the 1990s by Ahmed Khan Leghari at the instigation of hardliners of the Pakistan's army, the terrorist active in the region found it quite easy to fight against the USA supported government. The government became very weak due to the lack of public support as major political parties were either fighting each other or sidelined in the army led government of Musharraf. It lost public support. Political parties were not given to regroup thinking it a threat to the military government. And most important that the Islamic extremists who were against Bhutto led government found it easy to work under the undemocratic or anti democratic elements within the army. And they were happy because the first woman prime minister Benazir Bhutto, who they wanted to be out of power, was ousted and some hardliner Muslim army personnel were conspiring to abolish Bhutto supporters and weaken democratic institutions in Pakistan. For this they found Taleban and Al queda elements useful.

Terrorism supporter in the army

Benazir Bhutto had time and again said that some elements in the army were not only against democracy but also in support of terrorists. Most of the terrorists- al queda and Taleban have base in Pakistan. They were provided weapons and training by the Pakistani military. No government could survive without the support of the ISI, the intelligence agency of Pakistan that was dominated
