they are more apt to invest their money in foundations which in turn are investing in those scientists that are supposedly working for a solution.
There are a few problems with this, however. First, it isn't truthful. Second, it is playing on fears that aren't well founded. Third, public opinion does sway the government to action, regardless of the good or bad that results because of that action.
If there is a doubt of the validity of this, consider for a moment which nations are 'blamed' for the problem and on whose shoulders is placed the onus of correcting it. Invariably, it is the wealthier nations that are held accountable.
For example, the US is very often blamed. Yet the US produces fewer pollutants, less carbon dioxide, and has much more stringent regulations in effect than a great number of other nations. If the US is doing relatively well in regard to the problems that have been identified by a few individuals as the culprit that is causing global warming, why is it that fingers are pointed at the US? The answer is money. The US is among the wealthiest countries. It isn't just the US, either. Most wealthy and diverse nations are in the spotlight, while the countries that are actually causing the majority of the pollution and emissions are largely ignored.
Despite the altruistic purposes that may be served by the imaginary global warming, it is money that drives the hype. Unfortunately, it is the average consumer who not only pays for it monetarily, they unwittingly cause it to continue and actually gather steam, even while the theory is being disproved on more and more fronts.
