What would be the most effective way for the Indian government to respond to the Maoist insurgency?

The basic triggers of Maoist revolutions or People war are exploitation, oppression, imperialism and a huge economic gap between the rich and poor class of the society. This is a revolution against the society which supported this creation of the gap. The government rules made the wealth concentrated to few groups in the society. From the ouside , it did look like that India is a booming economy and that it is growing faster and faster everyday. The question no one asks is why then so many farmers in AndhraPradesh and Karnataka committed suicide. I hardly see these news in some corner of a newspaper and it just stays there. Nobody is worried about that. They do not care if a farmer has committed suicide because he could not reap a good harvest due to the erratic monsoon. Nobody is worried if that farmer is under a huge debt trap and in unable to feed his family. The worry comes when these farmers instead of committing suicide take arms in their hands and start fighting for their share in this economy. People in the government then tries to respond to them with force. That acts like adding more fuel to the fire. It does not treat the actual cause of the problem, it acts as a temporary patch around the problem. This helps the problem to get bigger and bigger and soon one sees that these people wars are no longer internal, they have now gained more strength from outside support(India is very unlucky with the kind of neighbours it has) and has now become a threat to the nation.

What can the Indian government then do to treat the cause of this problem. Here are some solutions , I feel can cure this problem for good.

1. Reduce the salary difference between private and the public sectors - IT companies have been the preferred destination for most of the Indians due to the lucrative salary they pay to their employees. However, the offers are limited. Few people have to opt for other less lucrative opportunities which gives rise to this salary difference. This leads to a salary imparity and the wealth becomes concentrated to a preferref few. The government should therefore try to reduce this imparity by raising the salary in the other sectors. The government might have to teach these other sectors to run efficiently to make this salary hike possible in those sectors.

2. Healthcare, food, education and other basic necessities should be made accessible to all

3. Promote enterpreneurship - An empty brain is a devil's workshop. So all those unemployed are a easy prey to people who can influence them to join maoist insurgency group. Government should take steps to provide those unemployed with enough resources and support to start their own business .

The good news is tha the government has already started taking steps in this direction. In 2008 budget P Chidambaran, Indian Finance minister mentioned that the government is going to increase spending on healthcare and education. The government is also going to reduce or wipe out debt owned by approximately 40 million farmers. These are steps, that I feel are definitely going to be the medications for the cure of the Maoist insurgency problem in India.
