Governor Schwarzenegger's latest, but still cloaked, disclosure of Channel-ology came with his endorsement of President Elect John McCain on January 31, 2008. Together, he and President Elect John McCain, foretold of the benefits the people can expect to gain from new green technologies, currently under development.


Both Governor Arnold Schwarzenegger and President Elect John McCain have embraced the Channel, first and foremost, because of their personal commitments to environmental restoration and protection. Of course, they have embraced the Channel for its obvious and direct benefits. They also see the Channel, and its green technologies, leading the way to sustained economic growth and stability for all citizens of the United States.

The Harbor Improvement Districts
As the Channel is for shipping, amongst other things, it falls under the jurisdiction of California and its' Harbors and Navigation Code. Under that Code, each County, along the route, is to form a harbor improvement district; if petitioned to do so. The primary route of the Channel is through Imperial and Riverside Counties. An auxiliary (and backup) route is planned through San Diego County, as well. Thus, Petitions to form the Harbor Improvement Districts of Imperial, Riverside, and San Diego, Counties will have to be prepared and filed. NORC has committed to do this but, cannot, without public support.

The National Outdoor Recreation Council (NORC)
NORC is a small California non-profit corporation, (a 501(c)(3)), so obscure and so unknown, that no one really took them seriously, in the beginning. Though, it's primary purpose is general environmental restoration and the recovery of threatened and endangered species, it was originally formed specifically to restore the Salton Sea. NORC's headquarters are located at 39565 Terwilliger Rd., #A, Anza, CA 92539, telephone number (951) 763-0604, web site address ; and, its President/CEO is Walter H. Eason, Jr. Walt not only administered the Channel Proposal, he contributed significantly to it, in various ways, as well.
For its design of the Channel, NORC, primarily, availed upon the volunteer services of the Cooper Twins (Dan and David Cooper) to, preliminarily, plan and engineer it. Dan is the urban planner and David is the licensed civil engineer. David's expertise is in hydrology and hydraulics, and he is well known throughout California for this. In addition to his planning
