Believe it or not, there are a lot of businesses you can start with little or no investment. I'll just outline a few for you here but keep in mind, it's up to you to do the real research if the idea sounds good to you and ensure that you are in compliance with the local laws in your area.
Personal Errand Runner. Basically, if you have a car and can follow simple instructions, you're qualified. Simply advertise in local free forums and maybe even run a little flyer campaign from you're home computer. Charge a per stop fee and start picking up peoples dry cleaning, groceries, flowers, fast food, etc. Work hard to satisfy your customers because word of mouth is ultimately the best, (and cheapest) way to build your client list.
Exterior Window Washer. Advertise the same way as in the above idea. You need a vehicle, a ladder, a bucket, a squeegee, some towels and soap. Few businesses are that simple. Offer to charge $40-$80 depending on the number and sizes of the windows, as well as how many are on the second floor or higher. Each stop should take no more than 90 minutes, with most being less than one hour. 4-6 stops a day would bring in $160-$320! Not bad for the few things you had to buy and relative ease of the work.
Contact List Provider. For this, you do need decent computer skills. It involves scouting whatever sites you can find and copying the e-mail addresses from them. You then compile them into categories and keep adding to them. Once you have a finished list, say 200 e-mail addresses for oil and gas contacts or 250 restaurant/bar contacts, or 300 stay at home parents, or 100 online gamblers, 200 farmers....whatever, you contact companies that may want to buy such a list and offer to sell it to them for $0.50-$1.00 per contact. Also, you keep all lists enabling you to sell them over and over. You could even offer to do thier mass mailing of your list for them, for an additional fee (ie; double fee). This idea is very time consuming to do but costs nothing and could be very lucrative.
Wholesale Lot Distributer. This takes a little money to start but not much. Start a blog, advertise the heck out of it and look through tons of wholesale supply companies for the best of the best deals. Advertise them on your blog to get buyers. Also, you can call companies that deal in whatever bargain gem you've found and offer them your one time only deal, cash on delivery. Order your lot and when it arrives, break it up and distribute it to your buyers. With minimal sales skills, you can actually make great margins on this. Start small and work your way up to keep your overhead costs low.
