Depends on the person, and many things the jogger will do to prevent accidents from happening. For example one issue would be, what time of the day or night are you jogging. If you want to jog during the day, than I would suggest back streets which are less crowded with traffic.
Plus you should always jog towards oncoming traffic. Never away from it. Why? Because it is better to see the car that is headed towards you than it is not to see the car. You will react faster if the driver does not see you or the driver is intoxicated.
If you are jogging at night I would still suggest back-roads but where very bright colorful attire and I would be carrying one of those glow in the dark sticks or something that will light up so oncoming cars can see from a distance what is in front of them. Also be sure you know the neighborhoods that you are jogging so you are not jogging in an area you don't know, and could be potentially hazardous neighborhoods.
I don't see jogging on roads as a unsafe factor. Considering there are so many other issues in the world that are for a fact unsafe. All you need is these few basic tips for jogging on the streets. I bet even if you didn't follow all these tips though, it probably still wouldn't be unsafe. All it is, is just a few safety precautions. I see joggers everyday, and I jog myself so I know whether or not it is safe. But like I said it is completely up to the jogger whether or not they want to be safe.
I don't think anybody is going to jog down a crowded street at night wearing nothing but black. Or will they not jog down a gang related street either. Just a little common sense is what you need when you are jogging on the road. It is not a big deal, and it does not need to be addressed by the President or congress. Jogging is more than likely safer than alot of other things we do in this world. Hunting is definitely more unsafe than jogging. Skydiving is more unsafe than jogging. Bunji jumping is more unsafe than jogging, and there is so many more out there so don't worry, just jog. So don't stop jogging; Keep doing what your doing, and everything will be just fine.
