Cheney, and Defence Secretary Donald Rumsfeld have openly declared their desire for America to be in a position for world leadership.

The most overt statements of intent from the US government on the subject of American dominance can be found in the 2000 document The Project for the New American Century. In these documents the true factors shaping global politics in the War on Terror are revealed. The Project for the New American Century is an advisory document which was produced to help direct US policy and openly speaks of America's "New World Order." The section of the document entitled Rebuilding America's Defences also makes direct reference to a Pearl Harbour' event:

The Project for the New American Century calls upon the American people to embrace the new international order which has US security and prosperity as its core interests. The events of 9/11 are still being used to manipulate public emotion and scare the populace into giving its unequivocal support for the new world order and "to launch a new era of American internationalism." The Project for the New American Century also criticises the European nations' desire for peace as being a sign of weakness in the face of international terrorism, it suggest that pre-emptive military action will become the norm.

The first steps in The War on Terror' involved the invasion of Afghanistan, the goals of which were primarily to capture Osama Bin Laden and also to remove the oppressive Taliban regime. However, it is now 6 years on and neither of these goals has been achieved, recent reports have shown that the Taliban is regrouping and Bin Laden continues to elude coalition forces.

In Iraq, despite removing Saddam Hussein and his tyrannical regime and claiming victory, in the power vacuum that has been left, the country has descended into guerilla warfare and has become a terrorist hotspot. Also, 4 years on, no Weapons of Mass Destruction have been found and Coalition forces are attacked daily in guerilla attacks, with more soldiers dying now than during the original conflict. Countless civilians have been killed in suicide bombings by insurgents and there have also been many kidnappings of foreign civilians such as the British engineer Ken Bigley who was taken hostage and beheaded in October 2004

Although America is continuing a unilateral global military build-up, it remains acutely vulnerable to terrorist attack. Indeed, in its continued aggression towards the rogue' states, America has seemingly stirred up
