This is purely a Global problem, if we would realize the problem, honestly and as 100%, up to it's core-depth.
The Indian Govt.(a Govt. for the World's more than One Billion and 300 Millions of the peoples, almost as one-fifth of the whole world's population), would must now offer it's one-third Parliamentary seats for the selected candidates(by the U.S.A.-Govt., U.N., E.U.). This would be a starting step-stone, for it's permanent future. This one-third foreign-delegates(in the Indian Parliamentary chair-holders), would create "an Indian Petition, from the indian Govt.", to the Authorities of the "E.U. , U.S.-Govt., U.N.", to make it accepted the same, by "the other Country-Govts.(starting, urgently, with the Govts. of China, Russia, North Korea, Taiwan, Vietnam, Iran, Pakistan, Afganistan, Bangladesh, Malayasia, Thailand, Srilanka, etc.)".

One-third of the Parliamentary Chairs, of these country-Govts. would be filled up, mandatorily, by the selected agents, of the Authorities of the "E.U., U.S.-Govt., U.N." Now say, the country, China, would be transparent(to the World), to make it's country's Diplomatic-policies(which, "would be controlled & biased, effectively, by the regular-votes, from the foreign-delegates, existing in the Chinese-Parliament, and", would not be allowed to create an anarchism, in any other country, say, India).
I think, this "New International Diplomatic World Responsibility Policy(must to be adopted, in all the 193 countries, one by one, in steps, gradually, A.S.A.P., by the direct & indirect pressure, from the U.S.-Govt.), would create "the missing World-responsibilities , in the 193-Country-Govts., for the others".
I can foresee, from, here, this NIDWRP-instrument, (which is today missing in the World), would destroy, successfully, "the present & growth of the Nuclear & Missile type WMDs,(which is killing today the innocents, keeping the criminal-makers & PolIticians, alive & safe)", in the World, on it's success to implement, in the World.

We can clearly, understand, that the missing instrument(in the World Management), the NIDWRP, would destroy, also, successfully, the "Mao-insurgency, Al-Queida, Osama Bin Laden, Dawood Ibrahim, etc.", from its' root-level, if it would be implemented, in the World, as soon as possible.
