The IQ should measures the intelligence of persons and I don't think that there are in the world Countries and societies where the average IQ and the intelligence is really lower.
Societies made of stupids don't exist.

It should be clear that the IQ mustn't be measured considering the cultural and instruction level of persons, because, following this criterion, many illiterate people, or with scarce instruction level would be automatically penalized by the IQ scores respect to well-to-do people that can afford the best schools, buy books and communicate in many ways.

It was just what happened 40 or 50 years ago, when the first IQ tests considered too much the cultural level of people.

Today, instead, the IQ tests, that are of different types, examining the various aspects of intelligence, can measure the general problem-solving ability and mind faculties, without considering the instruction level.

So, the racial, cultural and national differences showed to be irrelevant and also a graduated young man could prove less "intelligent" than a poor illiterate boy of Rio de Janeiro favelas, trained by misery to gain his own life and food along the streets;
in the same way, also the students of the same university can show very different IQs.
