What responsibility does the world bear for rehabilitating child soldiers from the horror of serving in armed conflict?

Title endorsed in part by:

The world bears the total responsibility for rehabilitating children used as soldiers, but as individuals and communities, we'd rather not think about that. Yet we are responsible nonetheless. And we've dropped the ball for generations, refusing to see behind the lies of war, believing that in order to make our lives somehow better, war must continue, and we must condone the murder of others. Wipe them out! Get rid of them! Those people, those other people, and all of their families, traditions, and religions. Kill them all! But don't make us think about it, don't make us responsible.

And if perhaps a child is left alive after watching his family brutally murdered, maybe tortured, and he or she is big enough to wrap their little fingers around the trigger of a gun, if they haven't been maimed too much to hold that gun, well then, they're expendable. Give them a gun. Give them bullets. Tell them lies about how the only way they will be able to survive or redeem their families is by seeking revenge. Kill those who killed your family, kill their families, burn their houses, burn them all. And the adults who train them do not see the humanity in the little people they are utilizing as weapons, they see only another way to kill, maim, torture, and bring to submission those who they have been taught to hate.

For hatred is an emotion that is taught. Babies are little beings of love, seeking love, nurturing, and comfort. Let's mold their little minds, passing down hatred from adults who have also been taught to hate. Withhold education, understanding and love, take away their comforts, and teach them to hate. Teach them to kill, and arm them well. They are much easier to control than adults...well, not really. Adults are easily trained too. When you're starving, cold, and homeless, you'll do just about anything to fit in, to belong. Let them all belong to an army, give them meaning, give them weapons, and hide the lies behind some sort of nationalism.

War is manipulation of the worst, most despicable kind, made up by men in power who seek riches, control, and more power. Men sitting around in beautiful, expensive clubs, drinking martini's and smoking hand rolled Cuban cigars. Having dinner parties as they plan ways to sacrifice our sons and daughters through disinformation, lies, and deceit. Men who unite themselves while dividing the rest of us. If you don't believe me, look for yourself into the history of war, and follow the trails. What you find will shock,
