Dangers of abusing over-the-counter drugs

There needs to be an established protocol of preliminary diagnosis put in place for doctors to be allowed to simply, and readily prescribe medications of any sort.
It is as if the doctors are the middlemen in the money flow now. They so promptly prescribe an assortment of various medications to patients. No examination, or even assessment of qualifying symptoms is performed or required.

These patients are obviously in need of service in ways that don't require medication. They are not receiving the support they require but are making a lot of pharmaceutical corporations, and the government very rich.
We have people who happily fill themselves with their antidepressant; their muscle relaxant, anti-inflammatory, and pain reliever then proceed to drive their children to school!
This same person has no symptoms that require any of these medications, yet has no problem acquiring the prescriptions and refills from the same doctor time after time.
This person has been in the hospital a number of times requiring treatment for overdosing on one or more of the same medications she still receives prescriptions for from the same doctor! Recently she was involved in a car accident and though not alcohol intoxicated, is it not comparable as she was heavily medicated with the prescriptions her doctor convinced her to be on.
This person happens to be my sister and I find myself very frustrated with the lack of perspective in this system and the lack of help relating to the actual cause. All related personnel seem to focus aid on the patient whereas my concern and issue is how and why is she able to receive these prescriptions in the first place!?
Why is it ok to become an addict with prescription medications while all society look the other way whereas people who do not purchase their medications' through prescriptions are hunted down as criminals? Who are the hunted sourcesthe drug dealers of course.

The source, in prescription addiction is the doctor. The doctors are not being held accountable for irresponsible, inappropriate, and essentially precarious prescribing.
This is creating a society of highly medicated, acutely addicted individuals who are unaware of the fact that they are in either of those categories as they have placed their trust in their medical doctor.
A drug is a drug no matter from where, or what form it was purchased.

This is an appalling and dangerous situation in today's society and it is imperative that it be addressed.
