Should US environmental standards apply when multinational companies develop the petroleum resources of fragile ecosystems such as Peru's Amazon?

I decided to investigate a little on the cause of their protests and this is what I found:

The activities of some companies caused some negative consequences in terms of environmental, social and economic. In Latin America, Repsol is the leader in the oil and gas sector. In 2006 84% of its income came from farms in this area on the planet. However, its growth has caused some negative effects on nearby villages. In Bolivia he is accused of appropriation of reserves and operating in different territories inhabited by many ethnic groups Amazon.


The ministries of each country are responsible for defending the population. For them, we must respond to the protests staged by the people in different parts of the continent and the planet.
There are currently working on the regulations that will benefit the communities that are affected in some way with the exploration and exploitation of oil and gas reserves.

To put it in a more clear, the state must ensure that it somehow restored to the populations of these areas the damage caused by such multinationals in order to provide them with better education, health, care of the environment environment and other social issues. This way you can encourage private investment in these countries for their development and not depend on other activities such as drug trafficking. Then you will have a fair growth for all.
