Public Transportation is a choice. Depending on the city in which you live, there can be some great transportation. The Seattle metro area has a great transportation system. The prices for trips vary depending where you are going, and how far.
If you are working, and use this as primary transportation to and from work, some companies offer incentives for a reduced rate on public transportation, instead of driving.
If you work for the State of Washington, they are able to work out a deal with the transit companies that offer a significant discount for the rider.
If you are disabled, you are offered a discount as well. I live in Seattle, and currently I am in a wheelchair. Some of my trips end up costing 25 cents.
I do not think that the transit companies should offer free public transportation. I also do not think that the government should get involved. There are enough rules and regulations that the transit companies need to follow that limit their services.
There are toll roads that drivers will need to pay to cover costs of road renovations and repairs.
I do believe that transit companies can increase fares. But if they increase them beyond fair rates, they will lose rider ship.
Seattle has some very congested freeways. Getting to work on time if you are driving can be a nightmare. Employers seem to be more understanding if your public transportation is late, than if you drive and are late.
When I worked, I took public transportation every morning. I got to know the other riders. You are in a small area for about 1 hour, and you get to know each other. It actually made the ride fun. Mornings were quiet, and evenings were a bit more rowdy.
You missed people who were not on the bus, you laughed at people's stories, and some people even did crafts on the bus. Riding on the bus is not a private time. Anything that you say, can be heard by everyone around you, so be careful what you say. If you don't want people to know, then wait till you are off the bus.
Any type of transportation can test the patience of anyone. But again it is a choice.
So, in conclusion, No, I do not think that Public Transportation should be free. Everyone needs to do his or her part in getting to where you need to go.

Public transportation, or mass transit, should be free. Not free of cost to riders but free from government interference

Free public transport? That is an oxymoron if ever there was one. If the user does not pay, where will the funding come from
