What a great idea! I'd never thought of this but now that I have, I love it. There would be some definite problems to overcome in initiating such a policy, as pointed out by some of the articles on the other side of this issue, but I don't think there are any that couldn't be worked out. And the benefits of a system like this could be terrific. It's certainly worth some consideration.
Perhaps a tiered system and/or graduated system would solve most of the problems this method would pose. New drivers must get covered through the traditional method, which we all know can be quite tedious. You've got to insure the vehicle, with all of its specific information. Then you need to register it, and renew it yearly or bi-yearly at best. Then if you sell your car and get a new one, you've got to do it all again. It does get annoying after awhile.
Maybe after say, three or five years of clean driving, you should be able to get 'Drivers Insurance' instead of standard car insurance. Then perhaps the tiered system, whereby the driver being insured could choose how much coverage they want to carry, with corrisponding premium rates and different degrees of vehicle damage covered, or just liability coverage.
People who qualify for this system could then easily switch vehicles or even borrow other peoples vehicles (this could also be another tier of coverage available), and their Drivers insurance would cover it all. Easy, legal and efficient. That would be great, wouldn't it?
It may still be difficult with this idea, to ensure that everyone driving is actually insured. The license plate would report registration details but not insurance. But you still wouldn't be able to register anything without insurance, so renewal time would expose anyone without insurance and you'd still have to prove you're insured whenever you get pulled over by the police. People caught without insurance, could perhaps be excluded from drivers insurance in the future.
For those of us who do follow the rules and are responsible members of society, this system would be a great reward of hightened convenience. Those who choose not to follow the rules are going to do so anyways. There's no point in holding everyone else back because of the ones willing to take such risks.
