Should the US consider Ethiopia an ally despite its poor human rights record?

Title endorsed in part by:

in and save these innocent people from their leader's continuance destruction. Prime Minister Meles Zenawi (Head of State) should realize that another war will only deplete his country not build it up.

Africa as a whole, needs to change or denounce its culture taboos toward women equal rights, military torture, educational history and the amount of resources provided in its homeland. In reference to the Ethiopia's Constitution, there's a major lack of systematic order being carried out. According to part one of the Constitution, "The Human Rights" Law, Article 14 state: (1) Rights to life; the security of the Person and Liberty; Every person has the inviolable and inalienable right to life; the security of person and liberty. Moreover, Article 18 state: (1) Prohibition against inhuman or degrading treatment or punishment. The detrimental circumstances that the Ethiopian county is facing is in a clear violation of its citizen Human Rights obligation.

Ethiopia adopted its Constitution law on December 8, 1994. NEWS FLASH, there has been discussion that Ethiopia's Constitution is only 14 years old and that they need time to establish themselves. However, in my opinion, this is no excuse because the Prime Minister has plenty of constitutional examples to follow. For example: The Constitution of The United States of America was adopted on May 14, 1787, and there were flaws in their law concerning equal Human Rights for all people, but the United States gradually corrected their laws of action during the era of (1865-1971). "The Bill of Rights" section in the United States Constitution is highly respected by its Government and is applied daily.

Therefore, if the Ethiopian Government have a difficult time abiding by their Constitutional laws, then the United States should absolutely become a friend and supporter of the Ethiopian People.
