The reason is rooted simply to the very purpose of what welfare aims to serve: preservation of human dignity through human civilization and human culture.
The foundation on which welfare is built upon ought to be humanity, because, in Nature, it is and will always be the law of the jungle that prevails: where only the fittest survives.
No lifeforms on planet Earth practices welfare: the aiding and preservation of the poor, weak, old, sick and incapacitated, except civilized human communities, because as humans we value the preciousness of life despite the fact that mortality or death is the eventuality of birth.
The concept and practice of welfare predates the concept of the State and is as old as the history of Man itself.
The idea of welfare is born out of the human psyche that values relationships and act upon its values through concrete and practical expressions to substantiate internalized convictions with outward material support actions.
Contrary to popular prejudices and condescending attitudes, every welfare receiver would rather be a welfare contributor, for it is still true today that it is better to give than to receive, especially when it pertains to welfare.
Anyone who continues to receive welfare, receive it with gratitude, knowing that they need the financial or material support to survive in a real and material world. Given a choice, no one wants to be at the receiving end of welfare; but rather be at the preferred given of welfare end.
Whilst empirically, it has been established that welfare had been abused by some and had its down side impact economically, socially etc on any given communities the world over, we ought not discontinue welfare just because of its undesired side effects.
In life, no every solution known to Man is side effects free; every solution has its side effects, the challenge rather is to find that balance and make that judicious decision on the type, level and timing of welfare programs.
How long should a person receive welfare?
Long enough to help the person to be independent again, but not too long until he becomes dependently addicted to it.
Human behavior is basically the sum total result of ability and attitude.
Some people are able but not willing, while some are willing but not able and hopefully we have the majority of people in a community that are both able and willing or willing and able.
