Absolutely. If a US president is not performing for the good of the people, then how else can a president be removed? The people themselves only have the opportunity to do so during national elections. Even then, only a president is removed, but his administration is still able to remain.
Congress consists of the people who have the first hand experience and the political clout to achieve a sense of whether or not a president should be removed. Congress consists of the only people who have the influence to make that decision at a time that they deem fit. The masses of the US population do not have the voice to affect the office of the president, or even if they do, they do not have the power that they deserve in a democratic country.
Why should the vote be confidential? If Congress makes the decision to have a president removed, it should be made explicitly clear why they wish for the president to be removed and what makes their desire necessary. The decision to remove a president from office affects all of the citizens of the country. Freedom of information is a right of the people. The people should be given the opportunity to express their support or opposition towards the decision to remove the president.
In cases where it would benefit the country and its citizens, Congress should always have the power available to have a vote in no-confidence to opt for the removal of a US president from office.
