Distance learning can absolutely be a great substitute for college. In fact, it shouldn't even be called a "substitute", because you actually are in college. You have to keep up with weekly notes, weekly deadlines, test, quizzes, projects, ect. Everything that is expected of a college student can be expected of a college student taking their courses on-line.
I have had the luxury of going to both an in-person university and an on-line university. I absolutely love my on-line courses. They can be tough, however. There are certain times of the day, obviously, that you cannot find anyone at the actual university to help with questions. It's also tough to be able to discipline yourself and manage your time. It's worth it, though. Anyone that thinks taking classes on-line is an easier version of college is a fool. This is a very incorrect misconception.
The education is all the same. Whether or not an individual takes the opportunity to do the work is up to them. Yes, it may be easier to slack your way through an on-line course, but many teachers can tell and your grade will suffer. I've had to work just as hard in my on-line courses as I did in my in-person courses. If I don't apply myself to the course, my grade will reflect that.
In closing, yes, distance learning is a great opportunity for anyone to go to college. If it's hard to get to the actual school location, then by all means you will not loose any education by taking courses on-line.
